We need to do things differently and better. American citizens really decide what actions we, as a country, choose to take. This August, President Clinton directed the [Federal] agencies to develop an integrated system for providing the public «one-stop access» to environmental information. Today, I am challenging our agencies to work with the scientific community and other interested parties to produce a «report card» on the health of our Nation’s ecosystems by 2001. This report card should establish an environmental baseline to evaluate the status of our ecosystems. We need to know whether or not our wetlands and forests are improving, whether our timber productivity is increasing, whether our croplands are as fertile as they can be and whether our fisheries are recovering. We need to understand if the laws we have put in place to protect the health of the environment are working. I am convinced that such a periodic report card will provide an invaluable guide for public and private decisions at all levels and an accounting of the effects of decisions for our citizens. Although the Vice President was directing his remarks most specifically to long-term monitoring, his message to the Federal environmental science and management community had two other particularly important features. First, it openly recognized that the American public has determined and will continue to determine our national environmental strategy. Second, it included a commitment to provide the American public with direct and simple access to summary information on the state of our environment and the ef fectiveness of related public policies. NOAA’s State of the Coast Report is a direct response to this message. The foundation of the report is a series of summary topical essays on important coastal issues. In view of the significance of geographic scale, the essays present information from the national, regional and local perspectives. The principal objective of these essays is to provide solid information in a style that is understandable and informative to the widest possible audience, not to present positions or value judgments. Opinions and interpretative elements, voiced by an expert panel, appear in a separate section of each essay. Consistent with the Vice President’s call for «direct and simple access,» the primary medium for distribution of this report is the World Wide Web. Several goals guided development of this report. The first was to enlist as many of our Nation’s experts as possible in the presentation of the information. Thus, the authors of each essay are scientists or environmental managers who not only have past experience in the essay’s subject, but also are presently engaged in the field. To widen even further the knowledge and experience brought to each essay, a panel of three or four experts has answered two interpretative questions. Finally, each essay has had three reviewers. These experts and peer reviewers come from all areas of environmental science and management#the academic community, the private sector, state and local governments, nongovernmental organizations, and others. The effort to reach out to a wide community will continue to guide the expansion and evolution of this report in the years ahead. As we develop new topics and update existing essays, we hope to enlist authors from this same broad spectrum. A second goal was to use this report as a vehicle for public conversation within and beyond the coastal community on the natural and economic vitality of our coastal environments. Thus, each essay invites readers to share their ideas and experiences relevant to the essay’s topic. Authors of the essays will be encouraged to follow these comments and respond with their own thoughts. To further encourage dialog and conversation, we will periodically select a contemporary coastal subject or controversy and present two or more short essays of varying opinions in an issue forum. Readers will be encouraged to take an active part in this issue forum and explore various aspects of the subject with the essay authors

Развитие и становление демократических процессов в России обусловили повышенную потребность в получении и обмене информации, особенно это, касается новых секторов общественной жизни, к которым относятся коммерческий и негосударственный секторы. Одним из бурно развивающихся направлений негосударственного или третьего сектора, как его часто называют, является экологическое движение, которое в свою очередь есть следствие озабоченности общественности по поводу критического состояния окружающей среды в преддверии 21 века. Целью данного справочника является обеспечение потребности в получении информации о негосударственных организациях Санкт- Петербурга, действующих в сфере защиты окружающей среды. Этот справочник будет способствовать организациям при налаживании сотрудничества, в поисках партнерства и обмене информацией. Особенно это касается сотрудничества в региональном масштабе, когда отмечается трансграничное загрязнение воздуха и акваторий опасными для жизнедеятельности химическими и радиоактивными веществами, перемещающимися через административные и национальные границы. Кроме этого данный справочник должен помочь экологическим общественным организациям Санкт-Петербурга и всего Северо-западного региона находить пути свободного доступа к информации через негосударственные средства массовой информации и телекоммуникации Данный справочник уже содержит сведения о 160 негосударственных экологических организациях, одним из направлений деятель ности, которых является защита окружающей среды. Сбору информации предваряло создание стандартной анкеты, затем анкетирование происходило, как правило, при личном контакте с лидерами или представителями организаций. Информация записывалась со слов и при дальнейшей обработке и редактировании практически не подвергалась изменению, за исключением редких случаев, когда требовалось сокращение информации, ввиду запланированной ограниченности объема текста, чтобы справочник был более удобен для пользования. В нашем справочнике представлен широкий спектр экологических организаций, которые имеют различную историю развития, различные пути формирования, различные порождающие среды и большой разброс в репертуаре деятельности. Здесь представлены как небольшие самостоятельные организации, так и ассоциации, в структуру которых входят, как коллективные члены, другие организации. Почти каждая организация имеет несколько направлений деятельности и зачастую трудно определить основное из них. Ориентироваться в этой пестрой картине помогут такие пункты как «Направление деятельности» и «Методы работы». Можно также воспользоваться тематическим указателем. Также разнообразно взаимодействие организаций с государственными структурами, эти сведения можно почерпнуть из пункта «Сотрудничество». Некоторые имеют обширные и тесные контакты с государственными организациями, отдельные — избегают их вообще. При сборе сведений о сотрудничестве, были ограничения для организаций в перечислении всех партнеров, что бы уложиться опять же в определенный объем. В статьях справочника приводится полное название организации, иногда согласно уставу, иногда регистрационным документам, а иногда как захотели сами организации видеть свои названия в справочнике. Далее даются фамилии лидеров и контактных персон, адреса организаций, перечисляются контактные сведения (телефоны, факсы и электронная почта), сообщается дата регистрации, если по следняя существует. Называется количество человек в организации и в активе, если такой есть. Кроме упомянутых выше пунктов «Направление деятельности», «Методы работ» и «Сотрудничество», приводятся сведения об условиях приема новых членов в организацию. В конце приведены сведения обо всех средствах массовой информации, которые занимаются экологической тематикой в Санкт-Петербурге. Это газеты, журналы, электронные газеты и радиостанция. Даются контактные сведения и тематика, которую они освещают. Часть из них есть орган какой-то экологической организации, а часть — самостоятельные средства. Кроме этого созданы три указателя: алфавитный, тематический и по фамилиям лидеров. Тематический указатель создавался согласно заявленному направлению деятельности или исходил из названия организации. Хочется выразить сожаление о тех организациях, которые не попали в наш справочник, потому что мы не знали о них и не смогли найти информацию. А также о тех организациях, которые по тем или иным причинам отказались ее давать.
